The Government: Draft on Association Contrary to the Constitution; Serbs' Representatives: We'll Send the Draft for Discussion to Brussels

The management team on drafting of the Statute of the Association/Community of Serbian-majority municipalities (ASM) submitted to the Government of Kosovo the Draft-Statute on the Association, which is contrary to the laws of Kosovo and recommendations of the Constitutional Court, the newspaper Zëri reported on Wednesday.

"The management team on drafting of the Draft-Statute of the Association of Serb-majority Municipalities has submitted to the Government of Kosovo a proposal document that is in full contradiction with the Constitution of Kosovo. That is why the country's executive is not accepting the draft of the Association, which has been handed over by the management team recently", the Government's Press Office said in a written reply.

"They have drafted a politically incorrect draft that can never be implemented in Kosovo, when it is known that the Statute of the Association of Serb-majority Municipalities should be sent to the Constitutional Court for constitutional review. The management team has raised political demands that go beyond its legal and constitutional mandate", is said in the response of Prime Minister's Office.

They said that the management team on drafting of the Association was composed only of members of the Serbian community in Kosovo, who drafted the draft-statute of the Association based on the Brussels Agreement and not according to the recommendations of the Constitutional Court of Kosovo.

Kosovo's institutions in April of this year had received a recommendation from the European Union to prepare the document for the Association by the beginning of next month (August), however due to legal violations by the management team this will not happen, the newspaper said.
